The integration of the COVID-19 pandemic into our leadership programme is commendable. This approach shows flexibility, responsiveness and relevance to our current leadership realities, which underscores the value of this programme to the participants.
Mrs. Cheverlyn Kirnon Chief Human Resources Officer for the Government of Montserrat
The leadership programme as implemented by CARICAD was an asset to the Public Service of Montserrat. The participants spoke very highly of the methodology, content and interactive sessions; the networking, sharing, collaboration and fun they had while participating. I now have four officers that are more confident, empowered to lead, highly motivated and focused on achieving that I can utilise as we build the human resource capacity in GoM; inspired officers who can be the next generation of senior public officers to advance the priority agenda as set by the Government of Montserrat.

Thanks for the Leadership Development experience… this week was a week where my courage moved miles! I had the confidence to swiftly manage a very explosive situation and difficult behaviour, put my biases and anger aside to find the empathy to truly listen beyond the uncivil behaviour and really apologise where needed. I also found the courage to remind the staff that one must be mindful to remain professional even when emotionally invested. I don’t think I would have grown so much if I didn’t remind myself of leadership teachings every day. I think all leaders should have this training.

Mrs. Rosemund R. Warrington, Assistant Director, Programmes and Planning, Human Resource and Organisational Specialist of CARICAD was the sole facilitator, from May 6th- 10th, 2019, of a coaching workshop to senior public servants in Grenada on the subject, “Writing Job Analysis and Job Description”.
As a participant of this workshop having academic and professional studies as the defining footprints of my life’s journey enriched by exposure to Caribbean, American and Asian lecturers, professors and environments; I hesitate not to describe Mrs. Warrington‘s delivery as manifested brilliance, subject mastery, astute planning and professionalism.
The degree of the content was seamlessly developed with logical transitions. The time allocation per subunits of material was also shrewdly assigned with minimal necessity for adjustment. Moreover, her humility and professional persona placed participants at ease to comfortably interact, share experiences and demonstrate their applied, analytical and evaluative understanding of the content.
I can therefore without contradiction state that all participants at the completion of the workshop have become more proficient and as such our country via the public service has become more professional.
Due to the enlightenment provided by this workshop I have been able to effortlessly design four specific Job Analysis Questionnaires and conduct a random sample of 12 job analysis interviews. The outcome of these was used to develop four measureable Job Descriptions correlated to the four functional areas within the Prosecution Department which I presently command.
Consequently, as a result of the cognitive and practical applications of the workshop’s content and delivery, I comfortably attest that Mrs. Warrington is an accomplished facilitator on the subject.

My four engagements as a consultant with CARICAD over the past year have been rewarding on several levels. I totally appreciate the inclusive planning, the clarity of assignments and the responsiveness to suggestions and feedback accommodated by the Leadership Development and Institutional Strengthening Specialist, Dr Lois Parkes. The administrative and support services proved to be highly efficient, with contracts executed in a timely manner, settlement of invoices made well within the agreed timeframe, and venue or online platform arrangements organized appropriately in a timely manner. It is indeed an immense pleasure to serve CARICAD as a consultant.

The Deputy Permanent Secretary (DPS), Mrs. Abraham, sent me a correspondence indicating that I was to attend The Department of Public Administration’s Job Analysis Training, as an observer. She was deliberate in stating that I ought to attend the theoretical component ONLY just for knowledge in the event that I would have to share information pertinent to my newly developed unit, Rural Development Unit.
My back ground is in Accounting, completely unrelated to Human Resources but I obliged with an open mind and attended the training with the single goal of accumulating knowledge.
What a riveting first day! Rosemund Warrington, the facilitator, made Human Resource Management and by extension, Job Analysis seem so inviting. “Rosie”, as we called her, made my introduction to HR an interesting one. Her warmth in her personality and her sincerity in wanting to impart knowledge made this training a wonderful experience. I wanted to know more.
It was by the end of day 2, I called the DPS to get her approval to complete the full course and she exclaimed, “Carlene, you’re sure! ….” She couldn’t imagine my interest in this but yes Rosie got my feet wet and stimulated my mind to explore how I can fuse my profession in accounting with HR Management.
The Job Analysis Training was so practical and comprehensive, solely due to excellent delivery by an excellent trainer.
Thank you for the experience Rosie!
