Strategic Framework 2020-2022
CARICAD continues to transform itself into a customer-focused, results-driven entity that executes its technical support programmes based on the systematically identified needs of its member states, clients and partners. Efforts are continuing to re-establish and confirm CARICAD as the premier regional institution for promoting and supporting Public Sector Transformation. The focus of such efforts includes:
- Implementation of the Charter for Caribbean Public Services as the primary mechanism for a renewed and harmonised approach to Public Sector Transformation in the Region
- Providing superior value-for-money services to member states
- Fostering cooperation and collaboration among strategic partners
- Promoting collaboration among beneficiary states in modernising administrations and strengthening institutional capacity for improved public services
- Working more closely with member states to encourage implementation of their Government’s policies and related priorities
- Using technology-based systems to enhance efficiency, effectiveness and organisational sustainability
- The six pillars of the Charter for Caribbean Public Services and the 13 core principles are the conceptual and operational foundation of CARICAD’S work.
CARICAD’S Strategic Plan is aligned with theCARICOM Strategic Plan. This ensures that CARICAD is directing energy, resources and expertise to regional as well as individual member states’ priorities.
Five areas have been identified as the Key Results Areas (KRAs) for the 2020-2022 period in the Strategic Plan. They are:
- Public Sector Governance
- Outreach and Engagement
- Digital Government
- Organisation Management and Development
- Institutional Strengthening
The KRAs are listed separately but the activities to be executed are interrelated and in practice are mutually supportive.
