CARICAD encourages everyone to embrace a commitment to a culture of Resilience because crises and emergencies can arise at any time in any of our member states and in fact, hazards like hurricanes can affect many member states at the same time. We need to reduce the impacts of disasters and prevent crises from becoming disasters. That can only happen if we continuously focus on Preparation before events occur, Performing when they do, and Transforming to be more resilient in the future. Effective Leadership, Management, Partnership, Coordination, and Teamwork are some of the most critical success factors in all three phases.
