CARICAD facilitated the process which led to the development of a new strategic plan of the Ministry of Public Service, Information and Broadcasting (MoPS) in St. Lucia. The assignment began in November 2013 and culminated in the production and submission of a Strategic Plan and Multi Action Plan in February 2014. The Plan stemmed from the need to facilitate improvements in “doing business” and the transformation of the Public Service in an era of global economic downturns. The concept of the High Performance Organisation (HPO) was introduced to the MoPS during the facilitation process and it was embraced by the Ministry as a conceptual foundation for the changes that will be required to implement the Strategic Plan. The HPO embraces a philosophy in which Results, Leaders, People and Organisation Culture combine to produce consistent high performance.
