The Caribbean Public Health Agency (CARPHA) engaged the services of CARICAD during the period October, 2014 – February 2015 to produce a staff development strategy for planning, coordinating, monitoring and evaluating its human resource development activities. The assignment built on a Skills Audit and Competency Framework previously conducted by CARICAD.
The scope of work included:
- An evaluation of CARPHA’s Training and Development policy, procedure and plan.
- Provision of recommended improvements/additions/amendments.
- Development of a Framework document for succession planning as part of CARPHA’s staff development approach.
- Development of a Framework document for evaluating training effectiveness, impact and return on investment.
In recommending effective policies, strategies and systems for the optimal development of staff at CARPHA, a number of approaches were used including Strategic Reviews to gauge alignment of HRD processes against CARPHA’s strategic priorities, Consultation and participation by management and staff in the review and development of HRD systems, active engagement with the HR Unit Support Team and Engagement and support of the Staff Association
