Devon L. Rowe is currently the Executive Director of the Caribbean Centre for Development Administration (CARICAD).  He joined CARICAD in 2016 following his many years of contribution to public service in Jamaica.

His career has spanned varying government organisations and he has represented the Jamaican government at several international high-level meetings, including meetings with the International Monetary Fund which resulted in the successful Extended Fund Facility. Through Mr. Rowe’s efforts and coordination, several fiscal policy initiatives have been implemented. 

A career public servant, he has had senior level appointments:

• Permanent Secretary, Ministry of Local Government, Community Development and Sport
• Permanent Secretary, Ministry of Local Government and Environment
• Director General in the Office of the Prime Minister
• Commissioner of Customs (Interim Head)
• Director General in the Ministry of Finance and Public Service
• Financial Secretary in the Ministry of Finance and Public Service

He has been appointed to the Boards of several Public-Sector Companies in investment, development finance, infrastructure, and health.  

He is the holder of a Bachelor’s degree in Management from the University of the West Indies, and a Master’s Degree in Public Administration from the John F. Kennedy School of Government at Harvard University.

In 2014, Mr. Rowe was acknowledged for his work and outstanding contribution to public service by the Government of Jamaica and received the Order of Distinction, Commander Rank.

Rosemund R. Warrington is a Human Resources and Organisation Development Specialist with more than 25 years’ experience in Public Sector Transformation, Strategic Human Resource Management and Development, Organization Development, Strategic Planning and Management, Change Management, and Business Process Management (BPM).

She is a national of the Commonwealth of Dominica and is currently the Assistant Director, Programmes and Planning at CARICAD. Her work history at CARICAD includes HR and OD assignments in CARICAD Member States as well as leadership roles in projects funded by the World Bank, the European Union and HR-specific tasks with the Crown Agents. She has functioned as a part-time HR Lecturer at the Cave Hill School of Business, University of the West Indies as well as at the Careers Development Institute. Prior to joining the CARICAD Team, Mrs. Warrington served at senior executive levels in various Ministries and Departments in the Public Service of the Commonwealth of Dominica including the Establishment, Personnel and Training Department, Public Service Training Centre, Ministry of Foreign Affairs and Trade, Ministry of Health and Social Security, the Planning Department and the Economic Development Unit.  She was presented with the Chief Personnel Officer’s Award for Innovation, Creativity and Leadership in Public Service in 2002.

Mrs. Warrington holds a Master’s degree in Human Resources Management and Organisation Development, and a Post Graduate Diploma in Human Resource Studies, from the University of Manchester in the United Kingdom.  She also earned a Certificate in Public Administration from UWI.  She is internationally certified in Psychometric Assessment (WAVE) and Competency-based Interviewing and has extensive training from international institutions such as the Harvard University Kennedy School of Government, Boston University, Business University of Singapore, the ILO Training Institute in Italy, and the Royal Institute of Public Administration in the UK.  As an avid life-long learner, Mrs. Warrington has recently completed studies in Law for Human Resource Practitioners and is currently pursuing a course in Workplace Psychology. She is also a member of the Society of Human Resource Management (SHRM) and the International Public Management Association (IPMA).

In 2019, Warrington achieved international certification in Strategic Workforce Planning.

Ms. Trudy Waterman joined the Caribbean Centre for Development Administration (CARICAD) in 2019 as the Programme Implementation Officer. Prior to this role, she was the Project Implementation Officer for the Caribbean Leadership Project (CLP). As a certified Project Management Professional with the Project Management Institute, she was an integral part of the Regional Project Office Team, leading the scheduling and tracking the project’s performance against the Results Based Management Framework. Before joining the CLP, she worked for eight years as a Criminalist at the Forensic Sciences Centre in Barbados.

Trudy is a graduate of the University of the West Indies, where she earned an MSc. in Project Management and Evaluation (Distinction) and a BSc. in Chemistry and Computer Science (First Class Honours). She has earned several certifications, including Master Virtual Producer, EQ – i^2.0 (self-report and 360), and LifeSuccess Consultant, with the world-renowned speaker and motivational coach, Bob Proctor. Trudy is currently on track to complete her Erickson Solution-Focused Coach Certificate (ESFCC).

Franklyn V. Michael (Frankie) is a national of Antigua and Barbuda. His career spans more than 40 years in Agriculture, Disaster Management, Organisational Development, Strategic Planning, Training and Broadcasting. He held several top level positions in Montserrat before starting at CARICAD. He also served in the British Virgin islands and Grenada.

Frankie started work at CARICAD in 2005 and has functioned in several capacities. His current relationship with CARICAD is Supplementary Associate.

His high-level qualifications in Agriculture and Project Planning are accentuated by his exposure to a variety of intensive experiential training programmes in several disciplines. He was awarded the Order of the British Empire (OBE) for his operational leadership of the civilian response to the volcanic crisis in Montserrat during the earliest years of the crisis (1995 -1999).

Frankie is the author of many organisational development reports and contingency plans and other publications. Most of those are available on the CARICAD website. He is the lead expert at CARICAD in matters relating to Strategic Planning, Disaster Management and Communications.

He is an experienced radio broadcaster, sports commentator, public speaking and debating coach as a well as poet and calypso lyricist.

Rojé Sealy attended Combermere School and The Lodge School, graduating with CXC CAPE A Levels in Computer Science, Accounting, and Business Management. Roje is highly proficient in the Microsoft Office Suite and has a strong interest in Cybersecurity and AI Development, combining technical knowledge with business expertise to explore, secure and innovative technological solutions.

Keishana Trotman is a Clerical Assistant at CARICAD, where she provides administrative support across the organisation, contributing to the efficient delivery of CARICAD’s work.

She holds a Diploma in Office Administration from the Samuel Jackman Prescod Institute of Technology and supports day-to-day functions including document preparation, records management, and meeting coordination. In addition, Keishana serves as a Virtual Producer, supporting the facilitation and smooth delivery of CARICAD’s Leadership Programmes.

She is passionate about continuous learning and takes pride in contributing to initiatives that promote effective governance and public sector development within the Caribbean region.
