The 42nd meeting of the Board of Directors of the Caribbean Centre for Development Administration (CARICAD) was held in Anguilla on July 10th, 2026.

Outgoing chairman of the Board of Directors, Deputy Governor of Anguilla the Honourable Perin Bradley, in his remarks expressed appreciation to those attending in person and virtually, and underscored the importance of the Board’s continued guidance in advancing CARICAD’s mandate and support to member states. He thanked the staff for their contribution to ongoing transformation efforts across the region and also made special mention of CARICAD’s support to the Government of Anguilla in its transformation activities.

Regarding governance of the Board of Directors of CARICAD, Ms. Lyndonna Hillaire-Marshall, Permanent Secretary, Department of Public Administration, Prime Minister’s Office in Grenada was elected as the new chair of the CARICAD Board, while Barbados remained as Deputy Chair.

The incoming Chair, in accepting the new role thanked the outgoing chair for “his exemplary leadership, wisdom and and steady stewardship over the past year” and “accepted the responsibility with gratitude and a sense of purpose and a commitment to serving all member states in a spirit of partnership, inclusiveness and mutual respect”.

The Board meeting was preceded by a Board Forum on July 9th, 2026. In the context of global and regional realities and challenges, the Board met to discuss the use of Artificial Intelligence in the Public Sector with specific reference to Human Resource management. There was also an update on social and economic circumstances in the Caribbean, as well as considered steps to promote certification to improve data privacy and management in the public sector. The meeting also focused on the role of CARICAD, which is considered vital to regional public service.

Other major areas of focus included progress made by CARICAD in its work across the region, the greater but controlled and ethical use of AI in the delivery of services, the future role in data policy improvements and prospects for strategic collaboration within and outside the region.

The meeting was attended by 11 of the 17 CARICAD member states. These were: Anguilla, Barbados, the British Virgin Islands, Dominica, Grenada, Guyana, Montserrat, St. Vincent and the Grenadines. St. Kitts and Nevis, and Suriname.
