Welcome to CARICAD

CARICAD is a regional intergovernmental organisation specialising in transforming and modernising the Public Sector of Caribbean States. Located in Bridgetown, the capital of Barbados, CARICAD was established in 1980 by an Agreement among Caribbean Community (CARICOM) governments.

Over the past 25 years, many Member States have recorded significant improvements in their public administrations and delivery of service as a direct result of CARICAD’s in-country introduction of modern management systems and processes.

Public Sector Modernisation Initiatives in the Caribbean

Public Sector Modernisation has been the focus of attention for Member Countries and CARICAD has played a leading role in the development of strategies for Public Sector Modernisation in the Caribbean.

For some time now, public sector organizations have been going through a process of administrative modernization, reform and process revamp.  "Constituents" have become "customers".  Reductions in donor funding, grants and global competition have resulted in fiscal tightening within small island developing states.  Nonetheless, customers expect the same level of service from government.  Indeed, public sector organisations have been charged to "deliver more with less".

More recently, expectations of the public sector appear to be converging with those of the private sector and business-oriented practices are becoming more common in the public sector.  Such improvements demand a new way forward in all aspects of operations in the public sector.


The United Nations Online Network of Regional Institutions for Capacity Building in Public Administration and Finance (UNPAN) is a virtual electronic network that promotess the exchange of expertise and sharing of experiences and lessons learned in public administration and finance at local, national, subregional, regional and international levels. The ultimate objective of UNPAN is to support, via an electronic platform, the development of efficient and effective public administration systems and competent civil services, especially in developing countries and countries with economies in transition.
